The Government Structure of the Grand Spencorian Empire

~~Emperor~~

This is the highest office in the land and may only be held by only one man (or woman) at a time. The current Emperor is, and has remained from the beginning to be, Spencier. The power of the Emperor is extensive within Imperial society. The Emperor is able to make and disregard any and all laws in the form of an "Imperial Edict". Similarly, the Emperor has the ability to assemble the populace for any function, call sessions of the Senate together, create independent legislative bodies, destroy said bodies, name provinces, expand the Empire, establish trade routes, open diplomatic relations, entertain foreign guests and dignitaries, etc. This office holds supreme power of dictation throughout the entirety of the Empire. Under the benevolent leadership of Spencier, however, a great deal of autonomy and individualism is expressed in any legislation that is produced from our noble Emperor. Thus, though he has the power of a dictator, he restrains said power for the good of the masses. As a result, the Empire has prospered for over a year since its conception in August of 2013. This rank cannot be gained by anyone through vote. This rank may be only attained by individual selection from the Emperor himself. 


~~Optimate~~

 

Optimates are considered to be members of the highest class of Spencorian society. Optimates alone have little to no power, but rather are close confidants to the Emperor himself. Optimates cannot be elected by the common populace, but are rather selected by the Emperor himself. To become an Optimate, one must demonstrate undying loyalty to the Empire, as well as have labored extensively for the Empire in some fashion (farming, mining, building, economic structuring, or politically debating for the Empire). 



~~Senator~~

Senators act as the driving force behind the Spencorian Imperial Republic. Every three months, three senators are elected via vote on the 2nd of that month. These senators act as direct representatives of the common populace to the Emperor himself and act as de facto advisers. Senators meet often with the Emperor and have the ability to issue forth bills in the Imperial Senate to be voted upon by the Senate as a whole. The Imperial Senate is to meet in the Senate building in the capital of the Empire at least two times per month and are encouraged to have ideas to present to the Senate at such time. The Emperor has the ability to veto or pass any and all bills if they are deemed either unnecessary or -more positively- so necessary that voting would only delay the pursuit of progress.
